Morocco Bets on Luxury and Experiential Tourism for Future Growth

Morocco is increasingly positioning luxury and experiential tourism at the heart of its tourism development strategy, as the Kingdom seeks to attract higher-value visitors and strengthen its standing among the world's leading travel destinations by 2030.

Tourism Minister Fatim-Zahra Ammor highlighted this shift on Tuesday during the opening of the GBB Investment Summit Morocco in Rabat, pointing to the emergence of a new generation of tourism projects focused on luxury hospitality, immersive travel experiences, lifestyle offerings, and alternative accommodation concepts.

The minister's remarks reflect a broader transformation underway in Morocco's tourism sector, which is moving beyond traditional destination marketing toward a model centered on the quality and diversity of visitor experiences.

According to Ammor, this approach forms a key pillar of Morocco's 2023-2026 Tourism Roadmap, which introduced a strategic shift from promoting destinations alone to structuring the national tourism offer around experiences tailored to different types of travelers.

The strategy is already producing results across the Kingdom's regions, she said, helping diversify tourism products while creating new opportunities for investors and local communities.

As international competition intensifies, Morocco is seeking to differentiate itself by offering experiences that combine culture, heritage, nature, gastronomy, wellness, adventure, and high-end hospitality.

The focus on luxury and experiential tourism comes as Morocco pursues an ambitious objective of attracting 26 million tourists annually by 2030 and securing a place among the world's top tourism destinations.

Ammor stressed that achieving this target will require continued investment across the tourism value chain, particularly in accommodation, hospitality services, and innovative tourism products capable of meeting the expectations of increasingly demanding international travelers.

The minister noted that Morocco continues to benefit from growing interest among foreign investors, who view the Kingdom as an attractive destination thanks to its political stability, long-term development vision, and expanding tourism market.

She argued that investor confidence is strengthened by reforms designed to improve transparency and visibility, including the implementation of Law 80-14 governing tourist accommodation establishments.

The government's efforts have also focused on expanding tourism infrastructure. Morocco has added more than 45,000 beds in recent years and launched the "Cap Hospitality" program to support the renovation of more than 14,000 hotel rooms through state-backed financing mechanisms.

For Moroccan authorities, increasing accommodation capacity remains essential as visitor arrivals continue to rise and demand grows across different tourism segments.

At the same time, officials see luxury and experiential tourism as a way to increase tourism revenues, extend visitor stays, and encourage travelers to explore a broader range of destinations throughout the country.

By combining infrastructure investment with a renewed focus on unique visitor experiences, Morocco is seeking to position itself as a leading destination for travelers looking for both authenticity and high-end services, while ensuring that tourism remains a major driver of economic growth and job creation in the years ahead.
