US–Morocco Military Ties Deepen as Rabat Integrates into Link-16 Tactical Network

Military cooperation between Morocco and the United States has reached a new level, following the Kingdom’s integration into the advanced Link-16 tactical data network, a secure communication system widely used by NATO members and close partners.

According to U.S. military reports, U.S. Air Forces Europe and Africa, with support from regional command structures, worked alongside the Royal Moroccan Armed Forces to conduct the first interoperability test of encrypted communications and tactical data links with an African partner.

The test was carried out during the final planning meeting for the African Lion 2026 exercises, held on February 3 in Agadir.

The same sources indicated that the test yielded successful results, confirming the reliability of communications through the Link-16 system. It also enabled the establishment of secure high-frequency voice links between Moroccan and U.S. tactical equipment, allowing both forces to exchange text messages and voice communications in real time during joint operations.

U.S. experts stationed in Agadir, home to the southern command of Morocco’s armed forces, assessed the Kingdom’s ability to securely share real-time battlefield data across air, land, and maritime domains.

This capability is expected to significantly enhance command-and-control functions in joint and multinational operations, reinforcing interoperability between Moroccan and U.S. forces.

According to the same reports, integrating Link-16 into Morocco’s military capabilities marks a major step forward in future operational planning, providing real-time situational awareness and improving data exchange at strategic, operational, and tactical levels.

Link-16 is considered one of the most advanced tactical data-sharing systems, enabling secure and instantaneous transmission of sensitive military information between aircraft, naval units, and ground forces, beyond traditional voice-based communications.

Although the system was initially developed in the 1970s and 1980s, its widespread deployment began in the early 2000s within the U.S. military and later expanded to NATO allies.

In August 2022, Morocco announced plans to acquire six units of the U.S.-made MIDS-JTRS system, advanced communication terminals that provide secure and jam-resistant connectivity via Link-16, in a deal valued at $141.1 million.

The latest development reflects a broader deepening of strategic defense ties between Rabat and Washington, as Morocco continues to position itself as a key security partner for the United States in Africa.

In parallel, U.S. media reports previously revealed plans to establish a specialized drone training center in Morocco for operators from several African countries, further expanding military cooperation.

The first phase of this initiative is expected to be launched during the 2026 edition of African Lion, with a dedicated drone training unit benefiting around 15 participants.

The project was outlined by Christopher Donahue, commander of U.S. Army forces in Europe and Africa, during the African Land Forces Summit held in Rome.

According to the U.S. official, the initiative aims to establish a scalable and sustainable operational capability that could later be replicated in other African regions.

He added that the future center would serve as a collaborative platform for African partners to identify key security challenges and mobilize appropriate resources and innovations, based on a model of shared training and joint problem-solving.

In a related development, U.S. reports have also pointed to discussions about the possible creation of a dedicated military command structure focused on Africa, following recent leadership appointments at United States Africa Command.

Morocco has been mentioned among potential locations that could host the future headquarters, highlighting its growing strategic importance in U.S. military planning on the continent.
