Morocco's public financial guarantor Tamwilcom has signed a guarantee agreement with the National Office of Electricity and Potable Water (ONEE) covering a €250 million loan extended by the European Bank for Reconstruction and Development (EBRD) to ONEE's Water Branch, in a move aimed at reinforcing the country's water infrastructure and climate resilience.
The agreement, signed in Rabat, marks the first concrete implementation of the partnership framework concluded between Tamwilcom and the EBRD on June 6 in Latvia. It also represents the first EBRD financing operation in Morocco to benefit from a guarantee provided by Tamwilcom, according to a statement from the public guarantor.
Under the arrangement, Tamwilcom will guarantee the loan on behalf of ONEE, enabling the utility to secure long-term financing for strategic investments. The funding will support projects designed to improve the efficiency, resilience, and sustainability of Morocco's drinking water production infrastructure, while strengthening national water security in the face of growing climate challenges.
Tamwilcom Director General Said Jabrani said the agreement highlights the institution's role in mobilizing international financial resources for projects aligned with Morocco's national development priorities under the supervision of the Ministry of Economy and Finance. He added that the operation is intended to lay the foundation for a long-term partnership with the EBRD and facilitate further financing for the country's strategic investments.
The transaction also underscores Tamwilcom's broader mandate of expanding access to external financing for public-sector entities through state-backed guarantee mechanisms. By reducing financial risk for international lenders, the institution aims to support major infrastructure projects that are critical to Morocco's economic development and long-term sustainability.
