Morocco's "Digital Morocco 2030" strategy is designed to make digital technology a key driver of national sovereignty, economic competitiveness, public sector modernization and social inclusion, Head of Government Aziz Akhannouch said on Monday.
Speaking at the inauguration of the second research and development (R&D) hub of U.S. technology giant Oracle Corporation in Agadir, Akhannouch said digital transformation has become a strategic priority for the Kingdom, in line with the vision of King Mohammed VI.
"Digital technology is not only a tool for modernizing public administration, but also a lever for economic growth and a means of creating skilled employment opportunities for young people," the prime minister said.
Launched in 2024, the Digital Morocco 2030 strategy aims to train large numbers of young people in digital professions, create jobs in the digital economy, support the emergence of innovative companies, strengthen digital services exports and position Morocco as a leading technology hub in Africa and the wider region.
Akhannouch said Morocco has undergone a profound shift in its approach to digital transformation since 2021, with the creation of a dedicated ministerial department tasked with overseeing the sector, elevating digital development to a central government priority.
He noted that public investment in digital technology has increased sharply over the past three years, rising from 11 million Moroccan dirhams (around $1.1 million) in 2021 to more than 1.7 billion dirhams (approximately $173 million) in 2024.
The prime minister also said the opening of Oracle's new R&D hub in Agadir reflects Morocco's broader ambition to expand access to advanced technologies beyond major cities and ensure that digital opportunities reach all regions, universities and employment centres across the country.
The new facility is expected to bolster Morocco's growing profile as a destination for technology investment and innovation, as Rabat seeks to accelerate its digital transformation and strengthen its position as a regional technology and outsourcing hub.
