Boulos: Sahara Dispute Solution Must Be Based on UN Resolution 2797, Polisario Attack on Smara Condemned

Massad Boulos, adviser to Donald Trump, said on Tuesday that the resolution of the Sahara dispute “will be based on United Nations Security Council Resolution 2797,” while strongly condemning the recent Polisario attack targeting the city of Smara.

Speaking to Sky News Arabia, Boulos described the UN Security Council resolution adopted on October 31, 2025, as a “historic decision,” adding that recent diplomatic efforts had resulted in three meetings bringing together the four parties involved in the dispute: Morocco, Algeria, Mauritania, and the Polisario Front.

Boulos said the meetings were “good and productive,” noting that expectations remain for further progress within the framework of the UN-backed process.

Commenting on the attack targeting Smara, the Trump adviser said: “We strongly condemned it,” stressing that there is “European, Arab, and African consensus” in condemning the assault. He warned that such attacks could delay the political process and undermine efforts toward a peaceful settlement.

The American official reiterated that hopes remain for reaching a peaceful solution to the conflict “based on Security Council Resolution 2797.”

The resolution adopted by the UN Security Council on October 31, 2025, calls on the four parties involved in the Sahara dispute to negotiate on the basis of the autonomy proposal presented by Rabat as a realistic and workable solution.

Morocco first introduced its autonomy plan in 2007 as the highest level of concession offered by Rabat to resolve the conflict with the Algeria-backed Polisario Front. Following the latest Security Council resolution, Morocco expanded and further detailed the proposal in preparation for negotiations.

Three meetings involving the parties to the conflict have been held in recent months. Two took place at the American embassy in Madrid, while the third was held in Washington.

The United States is overseeing the negotiations as part of efforts to push toward a resolution of the Sahara dispute based on the Moroccan autonomy initiative.
