Agadir Hosts Fourth High-Level Meeting of African Counter-Terrorism Chiefs with Participation from 40 Agencies

The fourth edition of the High-Level Meeting of Heads of Counter-Terrorism and Security Agencies in Africa, known as the "Marrakech Platform," officially opened on Tuesday in Agadir, under the joint chairmanship of the Kingdom of Morocco and the United Nations Office of Counter-Terrorism (UNOCT).

This two-day event, which has become a key annual gathering on the continent, brings together representatives from around 40 African intelligence and security services, in addition to 30 observer delegations from the Middle East, Europe, the Americas, and Asia. Also attending are representatives from regional UN-affiliated institutions.

The meeting takes place in a regional context marked by the persistent and evolving threat of terrorism across Africa, underscoring the need for stronger security cooperation and the exchange of information and best practices among stakeholders.

This edition follows previous meetings held in Marrakech in 2022, Tangier in 2023, and Fez in 2024, further cementing Morocco’s role as a key player in regional and international counter-terrorism efforts in Africa.

According to the official release, the high level of interest shown by African countries and international partners in this year’s edition reflects the strategic importance of the Marrakech Platform. It has become an institutionalized space for coordinating efforts, identifying priorities for capacity-building in counter-terrorism, and strengthening collective security across the continent.
