Morocco’s Minister of Economy and Finance, Nadia Fettah, said co-financing represents a strategic lever to stimulate investment, strengthen public action and accelerate the implementation of development priorities.
Speaking in a pre-recorded video message on Wednesday at the opening of the forum “The Power of Co-financing” in Casablanca, Fettah stressed that co-financing is no longer merely a technical option but a political choice that places cooperation, impact and joint project construction at its core.
She said Morocco views the mechanism as a key driver of investment and public action, particularly in priority sectors such as energy, mobility, social protection, employment and resilience. Fettah cited the Noor Ouarzazate solar complex and the Casablanca Mobility Hub as examples of successful partnerships structured around co-financing.
World Bank Group Chief Financial Officer Anshula Kant said momentum around co-financing has made significant progress in recent years, while noting the scale of infrastructure financing needs in emerging markets. She underlined that no single government or institution can meet these needs alone, calling instead for broader mobilisation through structured partnerships.
Kant described co-financing as a central lever for accelerating the delivery of high-impact development projects.
Meanwhile, the Director General of the French Development Agency (AFD), Rémy Rioux, said co-financing lies at the heart of what he called a “partnership by design” rather than a “partnership by accident.” He recalled that this strategic orientation was adopted by the AFD following the multilateral momentum of 2015 marked by the Sustainable Development Goals and the Paris Agreement.
Rioux added that Morocco is the AFD Group’s largest client worldwide, saying that hosting the discussion on co-financing in Casablanca is both legitimate and promising. He noted that the Kingdom’s voice carries particular weight in the current debate on international cooperation and development financing, especially in relation to support for multilateral banks and partnership platforms.
